For low battery RTH, the only setting is to return, because you still have control of the aircraft and can cancel it. It would make no sense to hover or land on low battery. If you want to do this, you can cancel RTH and land where you are, or hover until the battery runs out. Why? Who knows.
Pay special attention to the LOS action, though. If you're exploring somewhere where it's not clear overhead, set to hover so you can move toward the drone and reestablish a connection, and control.
