Motor RPM - uneven

Hello,
Is it normal that 1 motor is at such lower RPM compared to the others 3 motors? or it is a sign of going bad.

I have ordered new rotors to assure I can get a solid RPM from all motors. Consequently I will be replacing the one with intermittence / lower rpm.
