"don't spin motors when armed" not working in betaflight

"don't spin motors when armed" not working in betaflight. It's checked, I connect a battery, arm the quad and it spins
Any one had this before? How should I start troubleshouting/solving the issue?

I've started with changing firmware in bf. I've changed several times, each time with spinning motors. Here I'm having an issue.
While flashing firmware, there is a warning:

" IMPORTANT: Ensure you flash a file appropriate for your target. Flashing a binary for the wrong target can cause bad things to happen. "

this is my target:
Unified Target: MTKS-MATEKF411.config
Date: 2020-01-15T19:44:32Z

and this is the binary (the closest I could find to the target)
Binary: betaflight_4.1.3_STM32F411.hex
Date: 16-01-2020 14:41

Is this correct? Or should the binary be exactly the same as the target?
