Hi. I'm new to tuning the rates, and I want to do cinematic flights with my 5" drone. I've noticed that if i put my rates at say 333degrees/s it moves slow and lazy. Do lower rates help a lot with overall cinematic flights?

It might seem easier in the beginning, but once you get the hang of it's as easy and smooth with 500 - 600 deg/s. For me the factory 900 is a bit much, but getting used to 333 deg/s might "land" you in trouble if you put yourself in a tight spot where you have to pull out your cobra reaction reflex, then 333 deg/s might be to slow to save you.

PIDs no but rates yes, of course if the aircraft is less reactive it's easier to make smoother movements as it won't jump around at the slightest touch of the stick.
But as long as you've got a radio with decent sticks and stick travel you can train yourself to be smooth with almost anything, it just takes lots of practice.
