Charging off Li-Ion batteries

I have this battery & charger, and set it to balance charge on - Li-Ion - at 2.8C. While charging, it never seemed to go above 2.2C. And, when I checked the voltage after it completed, total voltage read at 24.54V instead of 25.2.
What gives?

You likely set it to 4.1V Li-Ion instead of 4.2V Li-Po.

Yes, I initially charged on Li-Ion, then on Li-Po, and I got it to 25.15V.
