Because the footage recorded on the goggles is much lower quality and a flight is only about 1.5GB vs about 10 on the drone, so not even close to that 4GB limit.

drone 4k, goggles 720p. like 16x the data, and the O3 stream is also way more compressed.

So just about every time I'm taking a video at 3 minutes and 16 seconds it stops and restarts recording.. so if I were to take a 4 minute video... I would get a 3 minute and 16 second video and an additional 84 second video. Am I missing a setting somewhere??

It's a limitation of the file size. NTFS and exFAT can record up to 4GB per file. So with higher bitrates you get shorter videos per file.
