Are these for filtering on the ESCs?

yes sir, these higher amp esc's with active braking will burn your vtx and possibly other stuff without them i have found. seems the motors act like alternators and send spikes back during braking

Oh right. Regen will do that.
Also, you could try a voltage limiting zener diode.
