Online racing

I was approached this morning and asked for advice about setting up a online , or networked, racing competition for school students.
I havent done much work in the space so thought id throw the question out here.
Are there any good racing sims that can be networked.

I was looking for something that didnt require a game client like Steam, to run. Our government network wont allow software like steam to operate. Im looking for something that will network direct, without a third party software client
