Okay here is my problem. The value shown in my fatshark denominator v2 goggles is 8 or 9 most of the time. The bars are full. And also in betaflight it also shows 8 or 9. So it is showing a percentage just the wrong setting, I think. It is showing 8% to 9% instead of 88% to low 90's%. I am guessing but I think it is showing a value from 1 to 10 instead of 1 to 100. I think. I have tried alot of things just cannot figure it out. Thanks for the help ahead of time.

Go in your CLI and check if RSSI inversion is on

Not sure how to do that, but from my understanding I should not have to worry about that on the Cl_Racing f4S. Everything else is working find. Telemetry is working. The value on betaflight and the osd within the goggles is showing 8 or 9%. I have had multiple people try to help but nothing so far is working.
