What does it mean when X8R receiver is green light when activated with F/S pressed?

What does it mean when X8R receiver give solid green light when activated with F/S pressed?
According to manual and all documents I found it should flash red light when activated with F/S on.
Also I cant seem to bind it which is probably related.

That would tend to mean you didn't actually manage to hold the FS button when applying power

Unlikely I tried it so many times now. Also if I power it without pressing the F/S it blink red.

if it's different from normal boot then it'd be fine.
If you can't bind you probably have mismatched firmware version on the radio's RF module and the receiver, the whole ACCST V1/V2 thing.
